Introduction

This is a position specific recruitment for the Department of Natural Resources, Boating Services- Annapolis, MD.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply at that time.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

Main Purpose of Job

The Maryland Department of Natural Resources, Boating Services Unit, is currently accepting applications for an Administrator III position at their main office located at the Tawes State Office Building in Annapolis, Maryland. The position is responsible for the overall management and administration of regional State Waterway Improvement projects and grants. The selected candidate will also oversee Statewide Federal boating access grant funding and projects, while supervising one staff person serving as the Federal Boating Access projects Coordinator. The incumbent provides technical, administrative and financial assistance to federal, state and local jurisdictions for the planning, development, prioritizing and budget management related to State funded projects that benefit the general boating public. The position requires knowledge and experience in Excel, along with an understanding of State and local permitting and environmental requirements. Duties include but are not limited to performing daily administrative and operational duties related to grant management, capital budget preparation, design review, bidding process oversight, policy recommendation, project management, approving and processing expenditures, monitoring budget, and contract management as necessary.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience:  Five (5) years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience administering federal grants and submission of grants through Grants.gov is preferred.

Experience with USFWS grants and Wildlife Tracs tracking and reporting system is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
