Main Purpose of Job

This position functions as the Compliance Officer for the Department of Human Resources (DHR), Office of Employment and Program Equity (OEPE). The incumbent in this position oversees existing business contracts and policies related to equal Minority Business, Disadvantaged Business and Veteran-Owned Business. This position requires knowledge of DHR's Diversity Program, State Procurement Procedure and State Minority Business Enterprise (MBE) program in order to plan, monitor, implement, report, analyze and evaluate equal opportunities and inclusions. The mission of DHR's OEPE is to ensure equal opportunity in all areas and aspects of the Department to prohibit discrimination in all areas of employment and service delivery.

POSITION DUTIES

Reviews DHR's MBE progress and assists with rendering a program specific to establish and improve required goals; develops and maintains literature that offers assistance and resources on How-to-do Business with DHR; initiates, ensures and maintains a direct line of communication and cooperation with the Governor's Office of Minority Affairs; analyzes the procurement process with potential and existing State projects and functions; evaluates effectiveness of OEPE programs and reports statistics to the Director to assess the success and current business programs; prepares and conducts studies through the use of surveys and controlled groups; acquires feedback to formulize strategies on ways to improve service and better market OEPE business programs as required by the State; produces an effective variety of presentation materials to provide specific avenues of communication to educate DHR customer's and staff on minority business and activities; monitors Solicitation Reviews and Approvals for OEPE Director; prepares quarterly cumulative reports for the Governor's Office of Minority Affairs, the Office of the Secretary and Director of OEPE; coordinates the submission of requested quarterly agency reports via the Financial Management Information System (FMIS); and ensures that OEPE staff develops, updates and monitors all automated electronic logs such as: complaints, inquiries, mail, personnel transactions, mediation requests, etc.

This position also develops logs of reports to ensure accuracy of data provided and follow up as needed with appropriate agencies; develops and manages the annual budget for OEPE and performs periodic cost and productivity analyses; tracks/monitors budget expenditures and approves all discretionary expenditures; initiates all FMIS procurements to include: supplies, equipments, furniture, honorariums, subscriptions and professional organization membership renewals, etc.; prepares requisitions for State contracts for publications and paid advertisements; prepares technical specifications for catalogs, brochures and other materials submitted to commercial vendors; monitors performance of vendors, follow-ups to resolve problems and oversees payment to vendors; reviews monthly financial statements to ensure that all expenditures have been posted correctly by sub-program, object, sub-object, fund and source, and reports any errors to the Accounting Department for correction; manages all accounts payable and accounts receivable functions for completion and compliance of quarterly financial statements; creates, interprets and reports financial information in support of general business need of OEPE; locates and determines additional funding sources for payment of office purchases and requisitions; maintains and provides written findings for complaints regarding MBE non-compliance; and monitors all eligible contracts and solicitations for $25,000 or more for compliance with COMAR and DHR's minority business goals.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience developing, planning, directing, coordinating and marketing the operation of the State’s Minority Business Enterprise program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
