Main Purpose of Job

The Department of Natural Resources (DNR), Office of Communications and Marketing, in Annapolis, Maryland is currently accepting applications for an Administrator II (Public Information Officer). This position will ensure that the agency's external messaging is consistent with Administration priorities and DNR's mission and goals by managing and editing publications content, researching, and writing and editing speeches and briefing materials. The incumbent will also manage the unit's marketing, corporate development activities and outreach activities. The selected candidate will work with other communications staff to develop appropriate proactive and reactive public messaging and outreach strategies and provide coverage for media and events.

This selected candidate will be responsible for researching and drafting speeches, briefing materials, and Governor/secretary messaging. The incumbent will manage publications, draft and edit content for publications including Magazine, Bay Game, and newsletters. The selected candidate will coordinate media responses, draft press releases, opinion-editorials/Letters to the Editor, and coordinate long-term thematic planning to ensure consistent, timely messaging. Other duties entail planning and the coordination and development of agency's and the Governor's public events. The selected candidate will also be responsible for the management/set-up/staffing of exhibits at conferences, fairs & festivals, in addition to, providing outreach to sponsors of the Bay Game and other publications.

This is a mission critical position that directly impacts the agency and the ability of the communications office to publicize services and activities, educate, inform and encourage stewardship among Maryland's citizens. The selected candidate will foster advocacy among stakeholders, customers, and corporate partners; garner support for agency and statewide efforts through collaboration with the Governors Office, other state agencies and non-governmental partners.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.  Include clear and specific information on your application regarding the qualification(s).

One year of experience in communications or press/public relations is required.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

Experience working on a communications/media campaign that primarily featured an executive in a given company or organization is preferred.

Experience authoring,editing or producing articles, blog posts, editorials, letters to the editor, press releases, magazine columns or remarks/speeches for an organization and/or executive is preferred.

Knowledge of and/or experience with the Associated Press Stylebook (AP Style) is preferred.

Experience working for the federal, state or local government is preferred. 

Familiarity with the Maryland legislative process is preferred.

Proficiency with Constant Contact, Microsoft Office, Vocus or WordPress is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
