Main Purpose of Job

The purpose of this position is to assist the Director, Statewide Interoperable Communications in performing configuration management activities for the Maryland FiRST Statewide 700 MHz Public Safety Communications System and to provide for the cost effective operation of the State's wireless voice communication network.  This Land Mobile Radio network provides a common infrastructure used to support the radio communications and interoperability requirements of all State agencies and other participating entities (i.e. county and municipal public safety organizations) in accordance with 47 USC § 337(f)(1).  This position will manage the configuration management activities to support the Maryland FiRST system and assist with other activities required to support the administration of the radio system

Maryland is making an investment of over $345,000,000 to completed a Statewide 700 MHz Public Safety Communications System that will provide reliable and interoperable communications to public safety personnel throughout Maryland.  This radio system will have an estimated annual operations and maintenance budget of $13,000,000.  The system is currently operational in half the state and provides mission critical communications and enables an unprecedented level of interoperability for public safety personnel, which is essential for safety of life of the officers themselves or the pubic at large. Both of these factors necessitate that the incumbent possess keen attention to detail and functions at the full performance level associated with this grade to ensure that the system and related documentation is maintained in an appropriate manner.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelor's degree in Electronic Engineering, Information Systems, Computer Science or other related fields is preferred.
  • 1 year of administrative staff or professional experience in communications systems administration.
  • Experience with Public Safety electronic equipment such as P-25 Land Mobile Radio (LMR) systems and/or other similar wireless communication systems.
  • Experience with asset/inventory management

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
