Main Purpose of Job

This position serves as the Business Analyst of the program system functionality, enhancements and modifications associated with the development of the Child Support Enforcement System (CSES) with the Department of Human Resources (DHR), Child Support Enforcement Administration. The CSES is a large-scale multi-million dollar mainframe system under the Maryland's Client Information System (CIS) responsible for maintaining data on the establishment, enforcement, financial and federal reporting of the Maryland Child Support Enforcement System. 

POSITION DUTIES

Researches and compiles information as directed by the Unit Manager; recommends ideas and/or methods of business operations; reviews, evaluates and assists in the development of system enhancements and modifications; promotes the work of the agency through frequent contacts with other DHR staff, State agencies, and private contractors; develops and recommends new standards, methods of system processing and new technology to accomplish the mission of CSEA; performs program analysis review of various automated enforcement tools and recommends modifications to their effectiveness; acts as liaison between CSEA and Office of Technology for Human Services (OTHS); trains central and local staff on program operations; authorizes, reviews and assists with CSES system security; and acts as Security Monitor.

The incumbent in this position also supports and provides assistance to managers/staff from local and privatized offices, Help Desk and processes of functional programs within CSES; assists with the preparation of written reports, proposals and correspondence on program changes and policies; reviews and evaluates Child Support Financial and Program functionality processes as part of the System Development Life Cycle; makes recommendations to improve efficiency, effectiveness and compliance with internal control standards; makes ongoing evaluations of system activities, procedures and program modifications; and writes work requests in the CLARITY system.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor's degree from an accredited college or university.

EXPERIENCE: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Candidates must possess one year of administrative staff or professional experience maintaining data within the Child Support Enforcement System (CSES).

6. Familiarity with SAFe Agile process.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
