Main Purpose of Job

The fiscal compliance manager is responsible for ensuring that BCDSS vendors comply with payment and invoices stated in their contracts. This position analyzes, researches, monitors, and manages information related to vendor payments. This position is also responsible for ensuring that BCDSS processes and receives all Interim Assistance Reimbursements due from the federal government/Social Security Administration. 

POSITION DUTIES

Duties include: coordinate, plan, supervise and evaluate the operations of the IAR, Reimbursement Units. Research and resolve issues related to vendor payments which includes coordinating work activities within the agency. Processes claims and reimbursement to the agency from Social Security Administration when the clients have been approved for retroactive SSI Benefits. Use FMIS to research payment histories and provide detail spending data to assist with making budgetary decisions.

MINIMUM QUALIFICATIONS

Please describe in detail any specific job duties relating to the minimum qualifications stated below and include any computer software experience (ex. Excel, CHESSIE, PowerPoint, Word, etc.) used in each of the positions you held.

EDUCATION: Possession of a bachelor's degree from an accredited four-year college or university.

EXPERIENCE: Three years experience in administrative or professional work.

NOTES:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
