Main Purpose of Job

This position provides administrative and clinical supervision for all out-of-home placement services; i.e. foster care intake and regular foster care, kinship care services, adoption services, post-adoption services, the adoption subsidy program, the guardianship assistance program, foster/adoptive family services, and Voluntary Placement Services. The position provides direct administrative and clinical supervision to five out of home placement supervisors, one Chessie Coordinator/Subsidized Adoption/Guardianship Administrator and the Unit Secretary.

POSITION DUTIES

Strategic Vision, uses policy, regulations, State and Federal law to develop local continuum of out of home services that assures the safety, permanency and well-being of children in out of home placements.. Implements programming for new initiatives to enhance outcomes for children and families as directed and allowed by DHR/SSA/HCDSS.  Creates budgets and spending plans for out of home care funding allocations according to guidelines.  Coordinates services between In-Home Services, Adult Service and Out of Home Services to assure continuity of service provision to children and families served by the Agency.  Participates on statewide, Agency and community committees to enhance partnerships, resources and supports to the out of home placement continuum Supervision:  Provides clinical and programmatic supervision to five out of home placement services supervisors and one administrator.  Provides supervision to the out of home placement services secretary.  Manages staff resources to assure caseloads are balanced and mandated out of home placement services are provided to children and families according to policy and regulation.  Identifies areas of professional growth for supervisors and develops a plan that provides opportunities for enhancing the supervisory skill set.  Compliance:  Manages out of home placement funds according to established funding parameters and allocations, including Super Flex Funds, Time-Limited Reunification, Adoption Promotion and Support, Caseworker Visitation, Recruitment and Retention, Chafee Independent living funds, and Generous Jurors funds.  Assures invoices are paid within 30 days of receipt. Monitors areas of administrative policies regarding leave, travel, confidentiality, and progressive discipline, etc so as to assure the professional and ethical conduct of out of home placement staff.  Monitors casework compliance through MD Chessie reviews, case record reviews and staff conferences.  Assures Family Involvement Meetings are convened at all prescribed triggers along the out of home placement continuum of services. Training/Staff Development -Identify training needs of staff and provide training opportunities to address needs.  Provides training opportunities for community partners to increase knowledge of out of home placement services, strengthen partnerships and the capacity of the community to respond to Child Welfare related issues and increase understanding of the mission and vision of the Agency.  Participates in relevant training to maintain licensure, increase professional knowledge base and competence related to out of home placement services and Child Welfare Services. DSS/DHR Mass Care Shelter Assignments.  This position will serve as emergency essential staff.  Must be available to work after hours (5 pm - 8 am Monday - Friday) and on weekends, as needed.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to your job duties.  

Education:  Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience:  Seven (7) years of professional experience in a social work capacity in a public or private agency or institution, four (4) years of which must have been in an administrative, supervisory or consultative capacity.

1.) These requirements are established by the Social Service Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits does not have authority to accept substitutions or equivalents.

2.) Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience in children's services, foster care, adoption, or independent living.

LIMITATIONS ON SELECTION

Limited to candidates willings to accept employment in Harford County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2.  Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
