Main Purpose of Job

The main purpose of this position is the responsibility for all foster care payments, the distribution and accountability of all flex dollars (received from DHR) and to act as the masterfile and personnel liaison for Services Division.

POSITION DUTIES

This position is responsible for knowing CHESSIE, CIS for the purpose of registering clients in CHESSIE for all SPS and In-Home case workers. Register clients for Adult Services in CIS nd producing TADS. Complete clearance requests of CPS history. Process all foster/group home payments to foster parents/group homes; prepare one-time-only payments and regular monthly payments Manage foster care tracking list identifying all children in care, assigned worker, assigned foster/group home; identify dates when children are placed/moved/removed from foster homes.

This position is accountable for Flex Dollars received from DHR annually; funds are used for day care for foster children, foster care special needs, transportation of foster care children, adoption services, child protective services , services to families, kinship care services, Families NOW, treatment foster care, court ordered services and independent living. Review, authorize and approve requests (DHR-312's) prepared and submitted by service workers for disbursement of funds; prepare monthly and quarterly reports of Assistant Director and DHR. Responsible for disbursement of pre-paid vouchers (K-Mart, WalMart, ACME, etc.) to assist customers and foster parents in need. Disburse and track Local funds received from organizations within Cecil County to assist customers with assistance for prescriptions and to prevent homelessness. Responsible for preparation of spending plans to assure enough money is maintained in each account to assist customers throughout the fiscal year.

This position acts as the Personnel Liaison for Services Division - responsible for maintaining personnel information on all Services staff (approximately 85) effecting all reclassification actions for position, assisting and processing paperwork to recruit and fill vacant positions in tandem with Human Resources Officer; maintain list of all staff with pertinent history, updating as necessary; coordinate and review all PEPs for Services staff in preparation for submission to Human Resources Officer; assist Assistant Director in decision making in processing of personnel transactions. Master File - assure records are updated as necessary and information is entered into system on a timely basis; responsible for overseeing information is entered into system for all foster children coming in to care; complete monthly and yearly expungement and retention. Work with Family Investment Division in determining Medical Assistance issues and assuring all children in care have access to health insurance. Training Coordinator for Services Division - responsible for coordinating all trainings for staff offered by the School of Social Work, including Competency Testing for recently hired staff. Assist in coordinating and scheduling outside training courses as necessary. Track employees' CEU hours to maintain compliance with HB-1133.

Other Duties of this position - special personnel projects as assigned by Director; performance of other agency related duties as assigned by Director and Assistant Director. Be available to assist with Shelter Operations within the County in case of natural or manmade disaster as delegated by the Governor for Emergency Support Function #6.

MINIMUM QUALIFICATIONS

EDUCATION: Completion of 60 credit hours at an accredited college or university.

EXPERIENCE: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
