Main Purpose of Job

This position will be responsible for two functions:  Human Resources Liaison and Volunteer Activities Coordinator.

As Volunteer Activities Coordinator, this position will be responsible for planning, organizing, and implementing an extensive volunteer program to assist in the provision of quality services to individuals supported at Potomac Center. This position is responsible for promoting public relations awareness for individual citizens and organizations representative of the community in order to meet the mission of the Center and its many programs. This position supervises all volunteers and serves as liaison to the Volunteer Association. Additionally, this position is the primary contact responsible for fundraising with the purpose of obtaining funds for various items and services that will benefit the individuals supported.

As Human Resources Liaison, this position will be responsible for ensuring human resources actions and transactions are completed in a timely, efficacious and procedurally and technically correct manner.  This position will:  assist in obtaining requisite appointment approvals and take necessary and appropriate steps to complete recruitment, selection, employment processes; ensure all steps are completed for documentation regarding to reclassifications and position studies; assist with keeping records systems current; monitor that essential payroll and timekeeping functions are properly and timely executed; handle employee benefits paperwork; track EEO/AAP records relevant workforce statistical data, and prepare necessary reports; provide excellent customer service; participates in various campaigns throughout the year, including Maryland Charity, Open Enrollment, etc; participate in initiatives or special projects as assigned; and, monitor and coordinate many aspects of IWIF including completing accident reports, serving as focal point for IWIF contact representative inquiries, scheduling appointments with work related injury physician; and, notifying home managers of return to work status and restrictions.

All of the duties as noted above will be handled per Annotated Code of Maryland, State Personnel and Pensions Article; Title 17 of CODE OF MARYLAND REGULATIONS; MEMORANDUM OF UNDERSTANDING(S); Department of Budget and Management's Office of Personnel Services and Benefits; Department of Health and Mental Hygiene's Offices of Human Resources and Budget Management; Injured Workers Insurance Fund; Developmental Disabilities Administration directly or via DDA Western Maryland Regional Office; State Retirement and Pensions Systems; Central Payroll Bureau; Federal laws and regulations inclusive of EEO/AAP, FMLA, HIPPA; FLSA Wage and Hour; Legislative Auditors; and Center policies and procedures.

MINIMUM QUALIFICATIONS

Education:  Completion of 60 credit hours at an accredited college or university.

Experience:  One year of experience in administrative or professional work.

Notes:  1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired applicant will have:

-- Experience as a volunteer coordinator; experience planning, organizing, scheduling and coordinating volunteer operations and events, including activities of volunteer groups, individuals, students and other organizations.

-- Experience processing HR transactions (i.e., appointments, transfers, reclassifications, terminations, etc.) using an electronic HRIS system such as Workday or PeopleSoft.

-- Experience with payroll & timekeeping.

-- Experience with recruitment and selection processes (i.e., creating and routing requisitions for recruitments, completing hire detail, using JobAps recruiting system).

-- Experience using Microsoft Suite programs.

-- Experience interpreting and applying HR related laws, regulations, policies and procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
