Main Purpose of Job

This position functions as a Title IV-E Administrative Specialist for the Department of Human Resources, Social Services Administration. The incumbent in this position performs high level administrative functions for the statewide Title IV-E Unit; provides monitoring and administrative support essential to ensuring compliance with Federal laws, rules and regulations for the delivery of services; coordinates, monitors productivity, professional development, training, event coordination, and administrative support for statewide Title IV-E Program. This is a highly proficient level position, which requires the ability to work independently and have a rudimentary knowledge of State and Federal regulations to ensure that maximum allowable Federal fund reimbursement is received for the delivery of child welfare services.

POSITION DUTIES

Compiles and reviews monthly regional supervisor productivity reports; analyzes received reports; prepares final cumulative reports for Program Manager regarding regional supervisor's achievement of productivity minimum requirements and goals for each regional supervisor statewide; monitors the ongoing revisions and compliance with individual Local Department of Social Services (LDSS's) work plans; ensures that documents remains current and accurate to the needs of the Title IV-E program, the individual Title IV-E local unit and the LDSS's; ensures that the regional supervisor has met with the local department liaison according to applicable frequency for the region; prepares regular reports regarding local plan adjustments and liaison meetings; monitors productivity of regional supervisors and central staff; performs analysis and evaluation of achievement of productivity standards; reports on productivity achievements; and prepares recommendations regarding establishment and/or amendment of productivity standards and reporting.

Performs analysis and evaluations of achievement of skill improvement/enhancement and professional development; prepares recommendations to Program Manager regarding establishment and/or amendment of skill and professional development standards and reporting; edits documents including proofreading, formatting and log entries; ensures all documents are coordinated through the sign-off process for finalization; schedules and coordinates Title IV-E calendar; performs all logistics and documentations related to Title IV-E staff events, trainings, meetings, and collaborative efforts; maintains Title IV-E internet and intranet updates and submissions; keeps track of procurement and budget spending (including coordination of supply needs statewide); monitors Smart Sheet assignments; documents travel and expense requirements (including in-state and out-of-state travel); participates in preparation for Federal reviews and audits of the Title IV-E program at the State and local level; provides documentation and coordination of necessary logistics including facilities, equipment, and material requests for performance of reviews and audits; assists regional supervisor to alleviate personnel vacancies or staff shortages; consults/Interacts with caseworkers, supervisors, administrators, Title IV-E liaison, and other agency representatives in order to ensure that required documentations are retrieved and established procedures are adhered to; and provides direct administrative support to the Program Manager and central Title IV-E staff.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: One year of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1.  Experience with Personal Computer, Network Systems, Printers, Software Applications such as: Microsoft Windows, Word, Excel, Access, and PowerPoint, Google emailFax Machines, Photocopy Machines, Calculators, Telephone, etc.

2.  Strong written and oral communication skills.

3.  Ability to prioritize and multi-task effectively.

4.  Flexibility in a busy environment.

5.  Strong time management, priority setting and problem-solving skills.

6.  Experience with Internet, Client Information System (CIS), Foster Care and Adoption Tracking System (FACTS), Maryland Children’s Electronic Social Services Information Exchange (MD CHESSIE), Client Automated Resources and Eligibility System (CARES), State Verification Exchange System (SVES), Maryland Automated Benefit System (MABS).

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
