Introduction

The Department of Labor, Licensing and Regulation, Division of Occupational and Professional Licensing, is accepting applications for a Licensing Processing Clerk. This recruitment is limited to current permanent and contractual employees of the Division of Occupational and Professional Licensing only.

500 North Calvert Street, Baltimore, Maryland

Main Purpose of Job

The main purpose of this position is the successful and timely release of licenses for all boards and commissions in the Division of Labor, Licensing and Regulation.

POSITION DUTIES

This position is responsible for, but not limited to, the following:

Reviewing applications for release of licenses

Maintaining customer contact to complete the renewal process

Discussing and interpreting laws, policies and procedures for consumers and licensees by phone and mail

 Generating funds for overpayment of fees

Assisting licensees in internet processing of originals and renewals by phone

MINIMUM QUALIFICATIONS

Education: Completion of the eighth grade.  

Experience: One year of experience typing correspondence, reports, charts or other documents from rough draft, corrected copy or oral instruction on a keyboard of a personal computer, computer terminal or word processor.

Notes:

1. Candidates may substitute additional experience typing or performing other clerical duties on a year-for-year basis for the required education.  

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate for six months of the required experience.  

3. Candidates may substitute five courses or six months of clerical training in subjects such as keyboarding, clerical math, word processing, spreadsheets, data base, graphics presentation, proofreading, or office etiquette for six months of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or in Administrative, Clerical, or Office Services specialty codes in the clerical support field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

This recruitment is limited to current permanent and contractual employees of the Division of Occupational and Professional Licensing.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of AS400

Ability to read/review credit reports and process checks manually through a payment center

Ability to review and process lockbox forms to issue license

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a typewriter or keyboard on a personal computer, computer terminal or word processor at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
