This is a position specific recruitment for the Department of Natural Resources, Fisheries Service- Thurmont, MD location. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Main Purpose of Job

The Department of Natural Resources, Fisheries Service, is currently accepting applications for a Natural Resource Biologist V position within the Inland Fisheries Division. The selected candidate functions as a fisheries manager and a large river specialist. The primary purpose of the position is to restore, protect, and enhance Maryland's aquatic resources while maximizing recreational fishing opportunities. The area of responsibility includes Maryland's major inland river systems (Potomac, North Branch Potomac, and other major tributaries) and all of Washington and Frederick Counties.

The incumbent's primary responsibilities include: assisting, supervising and overseeing two Inland Fisheries staff (both natural resource biologists) in the assessment and management of fisheries and related aquatic resources statewide for Maryland's major non-tidal river systems, including the development of stock assessment methodologies and protocols for large rivers, conducting and directing field surveys in accordance with those protocols, summary and analysis of data obtained from surveys, and the preparation of technical reports which meet Federal Aid Grant requirements and provide a basis for management decisions. The incumbent also directs and adminsters all regional warmwater and coldwater fishery management activities in Washington and Frederick counties; develops regulations and management strategies to protect and enhance fisheries; coordinates with other DNR units (e.g., Integrated Policy and Review Unit) to ensure that Inland Fisheries concerns regarding proposed projects are conveyed to regulatory agencies (through the permitting process) to avoid or minimize negative impacts to the environment and natural resources we are charged with managing; prepares administrative reports and budgets associated with management activities and Lewistown Work Center (work location) needs; develops new fisheries with nature tourism initiatives; responds promptly to customer/constituent inquiries; and coordinates and participates with other entities (government agencies and academic institutions) to ensure the health of fish populations and the riverine environment.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in biology, biochemistry, environmental science, aquaculture, natural science, natural resources management, botany, marine biology, marine ecology or physical oceanography, ichthyology, fisheries management, wildlife management, zoology or a natural resources management related field of study.

Experience: Six years of experience in performing professional biological work in the field of natural resources management.

Notes: 

1. Additional professional experience conducting research and analysis in the fields of biology, biochemistry, environmental science, natural science, natural resources management, botany, marine biology, marine ecology, physical oceanography, ichthyology, fisheries management, wildlife management or zoology may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute graduate education beyond a Bachelor's degree from an accredited college or university in a natural resources related field of study as described above at the rate of 15 graduate credits for one year of the required experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the wildlife biology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding the qualification(s).

Two years of the above experience must be in Fisheries Science/Fisheries Management.

One year of the above experience must include direct supervision or leading employees through projects or specific initiatives.

DESIRED OR PREFERRED QUALIFICATIONS

An Advanced degree (Masters or Doctoral) in Fisheries Science/ Fishery Management.

Supervisory experience is preferred.

Experience in electrofishing techniques, including boat, backpack, and barge mounted designs for applications specific to fish collection and fish population survey techniques in non-tidal habitats.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
