This is a position specific recruitment for the Department of Natural Resources, Finance and Administrative Services in Annapolis, MD. This recruitment will be used to fill current and future vacancies for this position/function only.

The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Main Purpose of Job

The Department of Natural Resources (DNR), Finance and Administrative Services, in Annapolis, Maryland, is currently accepting applications for an Agency Grants Specialist Trainee.

The selected candidate will serve as a grants specialist trainee in the Federal Grants Section to assist with the accounting for Federal grant expenditures and the invoicing and collection of grant revenues. Duties will include learning to analyze accounting records and prepare financial status reports for cost accounting in preparation of periodic billings for Federal grants. Addition duties include learning to prepare and maintain cash transaction reports, calculate cash flows and request draw downs of funds to agency accounts to ensure proper billings and proper flow of Federal funds to cover Federal grant activities.

The incumbent will also learn to utilize the statewide accounting system, FMIS, Grants system module to establish grant tracking of transactions in the FMIS system to account for all DNR Federal grant expenditures and receipts. Also, duties include learning to monitor and review reporting requirements to the various Federal agencies to ensure compliance with Federal requirements and individual grant stipulations.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: None.

Note:

1.  Applicants may substitute experience in grant evaluation and monitoring or budget preparation, presentation and execution at the rate of one year of experience for one year of education for the required education.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education.

For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.htm with the application.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

Experience peforming supportive grant accounting functions for a non-profit entity or governmental unit is preferred.

Experience using grant accounting software is preferred.

Knowledge regarding Federal Grant OMB circulars and how to apply them is preferred.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
