Introduction

This is a position specific recruitment for the Department of Natural Resources, Fisheries Service- Annapolis, MD. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply at that time. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

LOCATION OF POSITION

Main Purpose of Job

The Department of Natural Resources, Fisheries Service in Annapolis, Maryland is currently accepting applications for a Webmaster Trainee. This position will provide assistance with webpage content and management, and graphic design. Services will include, but are not limited to: development of posters and publications; updating time sensitive information such as calendars, stocking schedules, meeting notices, meeting agendas, press releases, public notices, and media advisories. In addition, services the position will provide includes the preparation of: online logs, social media, and customer service requests (providing e-mail responses). Qualified applicants should be proficient with html/asp coding and graphic design along with related Adobe suite of software products on a Windows based PC environment. An interest in the natural resources field, and particularly fish, is helpful.

MINIMUM QUALIFICATIONS

Education: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

Experience: None

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.

3. Experience in web page design, development and programming may be substituted for on a year-for-year basis for a high school education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Experience developing graphics, posters and/or publications is preferred.
Experience developing web pages and updating existing web pages is preferred.
Experience updating time sensitive information such as calendar events, schedules, meeting notices and agendas, press releases, public notices, and media advisories is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
