Main Purpose of Job

The Staff Specialist I Higher Education serves as a Private Career School (PCS) Education Analyst and provides professional level services to the Maryland Higher Education Commission (MHEC) in the Office of Office of Academic Affairs PCS Unit and reports to the Associate Director of Career and Workforce Education.

The position will provide professional services, including independent policy analysis, development, and implementation to allow for MHEC to fulfill its statutory responsibilities with regard to the coordination, statewide planning, and regulation of postsecondary education. The position will be primarily responsible for ensuring that private career schools operate in accordance with standards established by Maryland regulations.

The selected candidate will be responsible to perform, but may not be limited to, the following activities: Provide high quality and detailed analyses, evaluations, and reports for review and approval by the Secretary of Higher Education. These include, but may not be limited to, approval or denial actions for PCS institutional and programmatic applications such as those for new private career schools, new programs, program modifications, changes of ownership, and changes of location. Interpret, apply, and clarify MHEC policy, and relevant sections of the Education Article of the Annotated Code of Maryland and Code of Maryland Regulations (COMAR) for diverse internal/external constituents. Conduct monitoring and on-site visits to assigned schools for ongoing compliance and investigation in accordance with Maryland law and COMAR, and analyze the findings of investigations to determine the appropriate course of action in consultation with staff and legal counsel. Investigate and respond to written student complaints in accordance with COMAR and in consultation with staff and legal counsel. Participate in the coordination and management of the annual report collections. Provide leadership and staffing to special projects such as Commission, statutory, and Joint Chairmen Reports, and assigned taskforces, and workgroups in relation to education policy with the purpose of implementing new programs and best practices as assigned.

The successful candidate should possess excellent written and verbal communication skills, research and analytical abilities, experience developing and applying policies and regulations, be detailed oriented, and a self-starter.

Additionally, applicants should have experience with working independently on multiple projects with fixed deadlines, working collaboratively as part of a team, and have potential to lead interagency work groups.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree.

Experience: One year of administrative or teaching experience in post-secondary education programs.

Notes:

1. Possession of a master's degree may be substituted for one year of the required experience.

2. Possession of a doctoral degree may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

- Competitive applicants will possess two years of experience working in a private career institution in curricular, regulatory, or administrative position.

- Spanish language fluency is desirable but not a requirement for consideration.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
