Main Purpose of Job
This position serves as the Local Health Improvement (LHIC) Director, who works in collaboration with the Howard County Health Department (HCHD) Director of Health Promotion and LHIC Co-Chairs, to plan, develop, implement, promote, and evaluate the LHIC organization, as well as programs/initiatives and other community programs designed to enhance public awareness and individual support for improving the health status of all Howard County residents. This position also serves as a community liaison for the agency, focused on coalition building activities, and the identification of community health needs and existing gaps. The LHIC Director reports to DHMH on local activities.
Employee is required to respond to public health emergencies and to be part of an inclement weather essential personnel rotation. Some program activities may necessitate working before or after normal business hours or on a weekend.
MINIMUM QUALIFICATIONS
Education: Possession of a Master’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.
Experience: Two years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects.
Notes:
1. A Doctorate from an accredited college or university in Public Health Education, Community Health Education, Health Science, Public Health Policy or related behavioral science and one year of experience managing community health education projects may be substituted for the required education and experience.
2. A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science and three years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects may be substituted for the required education and experience.
3. A Bachelor’s degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and four years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects may be substituted for the required education and experience.
4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Educator and Community Health classifications or Health Educator and Community Health specialty codes in the Public Health field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Desirable qualifications:
-Experience with data interpretation and/or analysis
-Experience in community partnership development
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
