Main Purpose of Job

This position is responsible for the recruiting and hiring of non-special and special appointment staff for the Department, administering the Department’s contractual employee process, and facilitating the design, scheduling and presentation of structured employee training programs while serving as the administrative lead for initiating Human Resources processes related to recruitment and hiring.

POSITION DUTIES

Serves as a Human Resources consultant to Divisions in the provision of solutions to staffing non-special and special appointment recruitment needs; serves as the lead for administering Human Resources initiatives, programs, processes and procedures; develops and implements plans for scheduling, offering, conducting and/or participating in structured employee training programs; completes special projects, administers contractual employement program, conducts exit interviews, tracks loaned educator employee compensatory time and assists with additional Human Resources duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor’s Degree from an accredited college or university with course work in Human Resources, Business/Public Administration, or a related area. PHR/SPHR certification is desirable.  

EXPERIENCE: One year of professional human resources experience in recruitment, training, or similar experience is required. Experience working in a public sector human resources environment, preferably within a Maryland State agency, is highly desirable.  

NOTES: Additional experience within human resources recruitment, training or similar experience may be substituted for the required Bachelor’s Degree at a rate of one year of this experience for one year of the required education.

SELECTIVE QUALIFICATIONS

Knowledge of the theories, principles, and practices associated with human resource management; knowledge of recruitment methods and employment laws; knowledge of Microsoft Office, database software and Maryland’s Online Application system Jobaps (SPS); skill in resolving human resources issues by applying various methodologies and deciding among several solutions; skill in communicating clearly and effectively; skill in maintaining harmonious and effective working relationships with supervisors; coworkers, officials, and the general public; ability to learn program content areas; ability to design and conduct orientation and training programs.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
