Main Purpose of Job
This position will analyze and prepare budgets of assigned agencies, and assist in the management of the state's operating or capital budget process.
This position offers opportunities for direct involvement with Maryland's critical fiscal and policy issues, as well as excellent opportunities for future growth and development. This is a special appointment position that will serve at the pleasure of the appointing authority.
This position will continually conduct studies of all expenditures of the Executive Branch of Maryland State government and make recommendations to the Secretary of the Department of Budget and Management for greater efficiency and economy in those units.
MINIMUM QUALIFICATIONS
Education: Possession of a master's degree or a master's degree candidate with a minimum of 15 credit hours in public administration, accounting, business administration, economics, finance, statistics, engineering, planning or political science.
Experience: Budget Analyst I, one year, Budget Analyst II, two years, Budget Analyst III, three years, Budget Analyst IV, five + years of experience in budget formulation, accounting, personnel management analysis or administrative work. At least one year of this experience must include work in budget planning, formulation, review or management, project management or strategic facilities planning.
DESIRED OR PREFERRED QUALIFICATIONS
Experience working in the areas of state government, such as health care financing and administration, debt management, transportation, retirement systems and pensions, health benefits, primary and secondary education, higher education and community development;
Experience in budgeting and policy analysis;
Knowledge of performance budgeting concepts;
Excellent written and verbal communication skills;
Experience in writing reports and making presentations on budget recommendations to senior departmental management and other executive branch officials;
Strong analytical abilities, including understanding of mathematical and statistical concepts;
Experience with word processing, spreadsheets and database software;
Ability to work independently, in teams and under pressure and
Availability to work extended hours as required to meet budget deadlines.
