Main Purpose of Job

This is a Special Appointment, professional position responsible for project management of information technology (IT) projects and applications. Functions include project planning, estimating, scheduling and control; systems analysis and design. This position will also supervise programming staff in developing, implementing and maintaining application programs critical to the Maryland State Department of Education objectives.

POSITION DUTIES

Supervises project management tasks for major IT projects, project teams and applications to include: Defines functional and data requirements; participates in the selection of IT projects; develops detailed data and process models including inputs and outputs; develops the test and evaluation requirements that will be used to determine acceptable system performance and meet user requirements; coordinates planning with vendor assigned project managers. Leads and supervises project teams and application developers to develop new or enhance and maintain existing projects and applications.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: Three years of experience designing, developing, testing, implementing and maintaining applications systems including web applications and programs using high level generally accepted computer program languages.

Notes:
1. Eighteen graduate degree credit hours or from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology related field may be substituted for one year of experience.
2. Four additional years of experience designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages may be substituted for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Supervisory experience. Experience developing .NET applications that function in a Microsoft environment using Visual Basic, JavaScript, HTML, XML, and VB Script.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
