Introduction

The Department of Labor, Licensing, & Regulation, Division of Workforce Development and Adult Learning is currently recruiting for Grant Program Manager.

Main Purpose of Job

The role of the Targeted Populations Grant Program Manager is to develop, execute and finalize programs related to specific grants which target defined workforce populations within the state. The Program Manager will be responsible for the management, coordination, execution, control and completion of grant-specific programs. Program Manage will review data submitted by field and central office personnel to evaluate and determine performance levels and best practices.

POSITION DUTIES

•Plan, execute and monitor various and specific grant programs targeted at defined populations to provide guidance and technical assistance to field staff in order to meet grant performance standards;

•Provide input during creation and preparation of grant requests to be used by Director of Discrete tries Grants in development of grant opportunities;

•Prepare information in response to legislative inquiries or the annual State budget process;

•Develop reporting schemas and guidance to assure compliance with state and federal funding requirements.

•Prepare quarterly or monthly progress reports for division management to assess program progress and develop and approve modifications, as necessary;;

•Provide technical assistance to local areas, either by request or as the result of deficiencies identified through program monitoring;

•Develop and deliver training and technical assistance related to success in achieving program goals and performance standards;

•Evaluate, manage and provide input for the development of discretionary grant proposals;

•Develop Project budgets for NEG proposals.

•Develop Expenditure Forecast justifying NEG funding requests;

•Develop Participant Forecast justifying NEG funding requests.

•Monitor and evaluate against state and federal program guidelines

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Business Administration or Finance.

SELECTIVE QUALIFICATIONS

Must have at least one year of grant program management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Prior grant management experience and/or program/project monitoring experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Information submitted after this date will not be considered. Successful applicants will be placed on a certified list categorized as Best Qualified, Better Qualified or Qualified. The certified list will be used by DLLR for a period of one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.

FURTHER INSTRUCTIONS

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
