Main Purpose of Job

The main purpose of the position of Director of the Minority Business Enterprise (MBE) program is to serve as the Department's MBE Liaison. In this capacity, the Director serves to ensure that the agency (DHMH) is familiar and compliant with all regulatory mandates governing the MBE Program. This includes compliance with both COMAR and Executive Order statutes, as well as, compliance with program requirements established by the Governor's Office of Minority Affairs (GOMA). The incumbent has oversight responsibilities for the development and implementation of policies, procedures and guidelines to facilitate the effective and efficient department-wide operations of the MBE Program. As the MBE Liaison, the position serves as a link between DHMH, the Governor's Office of Minority Affairs (GOMA) and the Maryland State legislation. The incumbent is responsible for oversight of the program's performance compliance, which includes performance monitoring, tracking, assessment, documentation and reporting. Operationally, this position reports to the Deputy Secretary for Operations; however, by statute, this position is required to also report directly to the Secretary regarding critical MBE issues developments or concerns.

MINIMUM QUALIFICATIONS

A Bachelor's degree from an accredited college or university and six years of experience in administrative, staff or professional work.  Two years of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. 

(Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.)

SELECTIVE QUALIFICATIONS

Applicants must have at least 5 years of Minority Business Enterprise experience.
