Main Purpose of Job

This position will serve as a Lead Specialist responsible for coordinating and leading other staff in preparing, presenting, and executing the Maryland State Department of Education’s (MSDE) Headquarters operating budget. Additionally, the position is responsible for reporting budget data for use by the State Superintendent of Schools, State Board of Education, the Maryland State Department of Budget and Management, and the State Legislature.

POSITION DUTIES

Develops and updates the budget for MSDE in accordance with budget and accounting guidelines; coordinates and prepares data analysis, documentation, and information for the preparation and adjustment of the budget; reports budget information to the Budget Chief for use by the State Superintendent of Schools, the State Board of Education, the Department of Budget and Management, and the State Legislature; inputs and reconciles the fund data that generates the budget; reviews and verifies requests for changes to program funds ; assists in the preparation of requests for additional State funding; assists in research of budget questions and development and analysis; prepares periodic reports to assure the accomplishment of programmatic objectives.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor’s Degree from an accredited four-year college or university; coursework in Accounting, Business Administration, Economics, Finance, or Public Administration is preferred.

EXPERIENCE: Four years of experience in budget preparation, presentation, and execution.  Experience with MS Excel and data management software is preferred.

NOTES: 1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

SELECTIVE QUALIFICATIONS

Knowledge of budget, finance/human resource allocation, accounting, and reconciliation procedures; knowledge of financial reporting systems and requirements; skill in using financial management information systems and database management systems; skill in using spreadsheet software; skill in managing and coordinating multiple tasks and complex reporting assignments; ability to exercise sound judgment in researching issues, answering inquiries, and resolving problems; ability to communicate clearly and effectively; ability to establish and maintain harmonious and effective working relationships.

LIMITATIONS ON SELECTION
