Main Purpose of Job

This position provides technical assistance on developing specifications related to procurement of services, commodities, grants and contracts, and coordinating, directing and supervising Agency Procurement Specialists responsible for the purchase of goods and services for instructional programs, correctional education programs, family services programs and business services. This position serves as the Corporate Purchasing Card Program Administrator.

POSITION DUTIES

Coordinates, direct, and administers the procurement of goods and services provides guidance, assistance, and consistent interpretation on all laws, policies, Regulations and directives affecting administrative aspects and in matters to maintain an efficient, effective and economical system; maintain liaisons with all regulatory agencies- Board of Public Works, Department of Budget and Management, Department of Information Technology, Department of General Services, Office of Attorney General- regarding all administrative aspects; processes all grants and contracts, supervise processing of requisitions and purchase orders; Agency Purchasing Card Program coordinator assures efficient operation of the program and compliance with State corporate purchasing card policy and Agency Corporate Purchasing Card policy; provides assistance to employees, and other duties as required.

MINIMUM QUALIFICATIONS

EDUCATION:  A Bachelor’s Degree from an accredited college or university.  

EXPERIENCE: Four years (4) of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.  

NOTES: (1) Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education. (2) Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

A Bachelor’s Degree. Procurement and Supervisory experience.
