Introduction

This position could be placed in any classification within the Teacher Series. Salary and exact classification will be determined following an assessment of the selected candidate's education, experience and MSDE Certification using the IEPP Salary scale. This is an Agency specific. The resulting list will be used to fill current and future vacancies of this specific classification and function only within DLLR. Applicants must submit a new application if applying to any other recruitment of this classification at a different agency.

Main Purpose of Job

To provide instructional services to assigned inmate students toward the educational goals as established by their Individualized Educational Program (IEP) in compliance with state and federal guidelines.

POSITION DUTIES

Provide instruction to assigned special education inmate students which results in their progress toward specific goals as described in their individualized educational program (IEP). Maintain all records (special education and general education) in compliance with state and federal laws, meeting departmental standards for accessibility, uniformity, and confidentially.  Prepare written reports to help determine eligibility for special education services; prepare SSIS forms and special education reports monthly. Plan and organize time, in advance, to provide for effective special education services and instruction. Use approved assessment instruments to determine eligibility for special education services and to determine effectiveness of instruction.

MINIMUM QUALIFICATIONS

Applicants MUST possess a minimum of one (1) year of professional teaching experience and the appropriate educational credential as determined by the Maryland State Department of Education – MSDE (http://www.marylandpublicschools.org/MSDE/divisions/certification/ ).  

A COPY OF CURRENT MARYLAND STATE DEPARTMENT OF EDUCATION SPECIAL EDUCATION CERTIFICATE AND FULL COLLEGE TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION.

SELECTIVE QUALIFICATIONS

Must posses current MSDE Special Education Certification

DESIRED OR PREFERRED QUALIFICATIONS

College Degree with major in Special Education and three years of experience providing classroom instruction to students; one year of this experience must have been in the area of Special Education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

SPECIAL REQUIREMENTS

ESSENTIAL KNOWLEDGE/SKILLS/ABILITIES: Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish and maintain an effective learning environment; ability to communicate effectively; both orally and in writing.  

CONDITIONS OF EMPLOYMENT: This position has been designated by the appointing authority as sensitive in nature.

Employees in this position are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

All potential applicants shall be screened for security purposes prior to being offered a position.  This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting and background investigation by the CJIS-Central Repository.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.

DLLR’s Correctional Education Program operates in Maryland state correctional facilities in partnership with the Department of Public Safety and Correctional Services (DPSCS).  As an employee of this Program, you must strictly adhere to the DPSCS’s Standards of Conduct and Internal Administrative Disciplinary Process.  Any violation of those standards may subject you to DPSCS disciplinary measures, including the barring of your entry from State correctional facilities. Should this occur, DLLR may then remove you from your position and, if there are no comparable positions available for which you are qualified and from which you have not been barred, your employment may be terminated.

SELECTION PROCESS

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

The certified list will be used by DLLR for a period of one year.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
