Introduction

The Department of Labor, Licensing and Regulation, Division of Workforce Development & Adult Learning is accepting applications from qualified candidates for the position of Coordinator of Correctional Special Education Programs.  The resulting eligible list will be used to fill this position or function only.  Persons interested in future positions will need to reapply.

Main Purpose of Job

To provide leadership, support and oversight to assure that eligible inmates are provided legally mandated instruction and related services within the provision of federal and state law. Additionally, to support the delivery of quality education services to inmates with special needs, whether or not they may have a legal entitlement to such services.

POSITION DUTIES

Develop, disseminate, and implement policies and procedures

Develop and implement training related to the special needs inmate population for teachers and administrators in the Correctional Education Program Prepare and submit grant applications to obtain any federal or special funds available to support the delivery of special education instruction

Assist the CE program in recruitment and selection of staff required to provide instruction, counseling or other services

Complete or coordinate the completion of all required reports associated with the provision of special education and related services to eligible students

Monitor and oversee the identification, evaluation, placement and dismissal functions for special education students on a statewide basis.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education or Education Administration/Supervision or a Maryland Advanced Professional Teaching Certificate in Secondary Education or Education Administration/Supervision or eligibility for a Maryland Advanced Professional Teaching Certificate.

Experience: Three years of administrative, supervisory or teaching experience directly related to the assigned core program area in an education program providing services to an institutionalized or disadvantaged population.

SELECTIVE QUALIFICATIONS

Possession of  36 credit hours of post-baccalaureate course work in Special Education and a Maryland Advanced Professional Teaching Certificate in Special Education with Education Administrator  I and II endorsement.  Three years of  professional experience that must include both teaching and administrative, supervisory experience directly related to the Special Education program area in an education program providing services to an institutionalized or disadvantaged population.

CANDIDATES MUST MEET THE MINIMUM QUALIFICATIONS AND THE SELECTIVE QUALIFICATIONS IN ORDER TO BE PLACED ON THE EMPLOYMENT (ELIGIBLE) LIST.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

ESSENTIAL KNOWLEDGE/SKILLS/ABILITIES: Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish and maintain an effective learning environment; ability to communicate effectively; both orally and in writing.  

CONDITIONS OF EMPLOYMENT: This position has been designated by the appointing authority as sensitive in nature.

Employees in this position are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

All potential applicants shall be screened for security purposes prior to being offered a position.  This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting and background investigation by the CJIS-Central Repository.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.

DLLR’s Correctional Education Program operates in Maryland state correctional facilities in partnership with the Department of Public Safety and Correctional Services (DPSCS).  As an employee of this Program, you must strictly adhere to the DPSCS’s Standards of Conduct and Internal Administrative Disciplinary Process.  Any violation of those standards may subject you to DPSCS disciplinary measures, including the barring of your entry from State correctional facilities. Should this occur, DLLR may then remove you from your position and, if there are no comparable positions available for which you are qualified and from which you have not been barred, your employment may be terminated.

SELECTION PROCESS

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified for a period of at least one year.  Candidates will remain on the list for a period of one year and will be referred to the hiring unit for interview selection.  Hiring units will select those candidates most closely demonstrating the qualifications for interview.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
