POSITION DUTIES
The incumbent of this position will function as the Deputy Director of the Information Technology Division at the Comptroller of Maryland. The position provides leadership, planning and effective management in all the areas of information technology. In addition, the incumbent will report to the director of ITD and will oversee and coordinate daily internal IT operations for both mainframe and distributed systems. Other duties for this position include: IT strategy, 24x7 Operational Support, security, DR, budgeting and procurement. The Information Technology Division (ITD) supports the Comptroller of Maryland and the customers of the Annapolis Data Center (ADC). The ADC is the State's largest mainframe computer facility and operates as a service bureau for twenty-four (24) major State agencies.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Bachelor's degree from an accredited college or university.
Experience: Ten years of experience in management or professional work. Six of the ten years must include experience in Information Technology related fields (e.g. program/application development, database administration, network/application security, client services, mainframe technical services, IT project management, IT auditor). Four of the ten years experience must have involved supervision of employees.

Additional experience (above the 6 years) in Information Technology related fields may be substituted on a year-for-year basis for the required education.

Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.

One or more professional certifications in support of Information Technology (e.g. Certified Information)

Demonstrated knowledge and understanding of application development and system development lifecycle processes

Demonstrated knowledge of IT infrastructure components

Demonstrated understanding of security best practices and risk assessments

Demonstrated ability to manage projects successfully

Demonstrated ability to analyze current technologies and develop short, medium, and long-term strategic plans

Strong written and oral communication skills

Effective interpersonal skills; the ability to maintain good working relationships with divisions within the Comptroller’s Office, other State agencies, contractors and vendors

Strong problem solving, planning, organizing, management and supervisory abilities

EXAMINATION PROCESS
Qualifying applicants are subject to an oral interview. Prior to appointment, the selected candidate must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.
