Office of Energy Performance & Conservation, 301 W. Preston St, Baltimore, MD 21201.

Projects located at sites throughout the State of Maryland with travel to job site as necessary.

Main Purpose of Job

The Maryland Department of General Services is seeking a dynamic individual to provide executive leadership for the Office of Energy Performance & Conservation. This Office works to support the State of Maryland and the Dept. of General Service by reducing energy consumption for State agencies, purchasing electric, natural gas and renewable energy, and tracking energy use for all State Agencies.

The Director supervises five engineers, a utility accountant and a database administrator.

POSITION DUTIES

Essential Duties/Responsibilities:

  • Identifies areas of potential energy savings and related cost savings to the State, and develops strategies for defining program criteria and implementation to ensure these savings are realized by State agencies.
  • Participates in the process of regularly scheduled reverse auctions to purchase electricity for State use and generate annual savings.
  • Oversees management of existing energy performance contracts and seeks new opportunities to expand such contacts for the benefit of State agencies.
  • Develops the State’s opportunities to fulfill its energy needs through renewable sources, such as wind and solar power.
  • Oversees management of a state-of-the art comprehensive utility bill management system to facilitate collection and administration of all of the State’s utility data.
  • Leads efforts by State agencies in the development of agency-specific energy reduction plans, and measures the effectiveness and on-going adherence to the established plans.
  • Provides technical guidance on Energy to staff, other division with DGS and all State Agencies.  

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering, construction management, or a related field.

DESIRED OR PREFERRED QUALIFICATIONS

We are seeking applicants who have a significant career history in the energy conservation field, or otherwise within the energy industry.

Ideal candidates will have:

  • Progressively responsible management authority, with experience managing intermediate supervisors in accomplishing specific energy related goals.
  • A background in engineering or construction, or in managing complex contracts related to energy construction, energy conservation and performance, or a related industry. 
  • Experience in identifying and refining institutional energy consumption needs, developing methods and strategies for reducing energy use, and tracking and monitoring the effectiveness of projects and programs is highly desirable.
  • Credentials as a Professional Engineer (PE) in the State of Maryland, and/or Certified Energy Manager (CEM) and/or Leadership in Energy & Environmental Design Accredited Professional (LEED AP)
