Main Purpose of Job

This position serves as the Assistant Director for Population Based Behavioral Health in the newly integrated Behavioral Health Administration. The primary focus of Population Based Behavioral Health is to anticipate emerging and on-going public health threats and develop proactive responses to potential and actual multi-factorial public health issues related to mental health and substance use. The Population-Based Behavioral Health Division facilitates integrated efforts between behavioral health and somatic health and develops capacity within communities to address public health needs related to behavioral health. The primary focus of this position is to provide senior leadership and oversight to the team of professional program managers in the program service areas of Prevention/Wellness, Overdose Prevention, Workforce Development and Training, Special Projects including services to Veterans and Gambling and Epidemiology and Evaluation. This is a senior management position, reporting to the Deputy Director, with responsibility for leading the work of the organization which has 44 staff and an approximate budget of $31,000,000. Program services affect all citizens of Maryland because they are population based interventions. This position manages the day to day operations and administrative service aspects of the organization in addition to providing oversight and direction over program service areas.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's Degree from an accredited college or university.

Experience: Six years of professional experience in behavioral health services to include specific work related to services for persons with substance use disorders. Two years of this experience must have included supervision of professional staff or administrative management of a program service area.

(Note: Applicants may substitute a Bachelor's Degree and one additional year of professional experience for the Master's Degree requirement.)

DESIRED OR PREFERRED QUALIFICATIONS

The preferred applicant should have: additional years of professional experience in behavioral health services including management of a treatment program, a county level continuum of behavioral health or substance use services, and management of professional supervisory staff; a thorough understanding of recovery oriented systems of care and evidence based prevention, treatment and recovery practices in the management of substance use disorders; knowledge of workforce development issues and overdose prevention strategies; excellent written and verbal communication skills, and; the ability to work effectively with service data and fiscal information to develop recommendations for policy change.
