Main Purpose of Job

The Maryland Department of Natural Resources, Forest Service, is currently accepting applications for a Program Manager Senior I (Maryland State Forester). The State Forester leads and directs a 97 employee agency with an annual budget of $12.2 million. The selected candidate will develop goals and plans for the agency in conjunction with the administration and will work with agency staff members, leaders of other state and federal government agencies, state forestry associations, forest industry leaders, non-profit organizations, and Maryland citizens to achieve the agency's goals and objectives related to forest resource management and program planning regarding: state forest lands, forest stewardship, forest fire suppression and training, nursery operations and genetic tree improvement, urban and community forestry, and Chesapeake Bay programs.

Note: This position requires travel throughout the state with overnight stays.

MINIMUM QUALIFICATIONS

Education: Bachelor's, Master's or PhD degree in Forestry from an SAF-accredited university.

Experience: Five (5) years of professional experience in forestry, two (2) of which must have been in a supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

• Master's degree in Forestry, Business or a related field
• Experience in technical and professional forestry work, including knowledge of state and federal forestry programs
• Experience in long-term strategic planning and in legislative and appropriations processes at the state level
• Experience preparing and monitoring budgets, including oversight of grant procurement and contract administration
• Experience working and developing partnerships with non-profit organizations, educational institutions and members of federal, state and local governments
• Experience managing and supervising a staff of diverse individuals
• Communication skills, including public speaking and presentation skills, and written communication skills
• Complex problem solving skills
• Proficiency in Microsoft Office applications
