Main Purpose of Job

This is a professional position responsible for directing and managing information management activities to support the development, coordination, implementation and maintenance of the accountability program for the Division of Curriculum, Assessment and Accountability.

POSITION DUTIES

Provide leadership and technical expertise to the Director of Accountability and local education agencies in the implementation of the Department’s education accountability program.  Establish program goals, standards and controls to meet both short and long-range program objectives.  Responsibilities include managing the performance standards of human resources to ensure on time delivery of products and services; work collaboratively to interpret and apply state and federal regulations governing accountability requirements; apply knowledge of federal and state accountability requirements to program management structures and operations; implement policies, procedures and guidelines for the Maryland Accountability program; provide leadership and conduct trainings to ensure that mandated policies and procedures related to the accountability program are understood and appropriately implemented; respond to inquiries via telephone, email and print regarding policy and procedure issues; and serve as a liaison between MSDE and local education agencies and various publics in carrying out MSDE’s program objectives.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or 36 post baccalaureate credit hours of coursework from an accredited college or university is required.

EXPERIENCE: Five years (5) of experience in administrative or teaching experience in or affiliated with an education program; this experience to include coordinating or administering an education research program or education research related area.

NOTES: 1. A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work may be substituted for one (1) year of the required experience.  Two additional years of experience directly related to the position may be substituted for the required Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

A Master’s Degree. Experience in statistical analysis, applications development and research or data management.
