Main Purpose of Job

The Director of Outreach and Grants Management is a member of the Maryland Higher Education Commission’s (MHEC) management staff and is responsible for the daily management of the Office of Outreach and Grants Management (OGM).  The position will provide management services, including conducting statewide outreach activities with the goal of enrolling and graduating more Marylanders from postsecondary education; and administering federal, State, private, and special fund grant programs focused on college access and success, workforce development, scientific research, higher education reforms, and teacher professional development. The selected candidate will be responsible for the following activities:

POSITION DUTIES

  • Administer over 10 federal, State, and private grant programs with budgets in excess of $20 million annually, and seek additional funding by writing proposals and obtaining grants from external sources, often in collaboration with external partners (colleges, universities, community organizations and other state agencies, etc.).
  • Administer competitive sub-grant programs by interpreting federal, State, and private regulations and developing Requests for Proposals (RFPs) and guidelines to administer grant programs. Plan and conduct technical assistance seminars to inform the postsecondary education community about grant opportunities.
  • Conduct and oversee compliance activities, monitoring visits, fiscal monitoring, and close-out reporting to ensure accountability to grant funders.
  • Assist with the development of policy, legislative, and statistical analysis for current and proposed grant programs for the Commission, Secretary of Higher Education, and external stakeholders such as the Department of Legislative Services (DLS) and Department of Budget and Management (DBM). Prepare and disseminate reports.
  • Provide leadership for the Commission’s postsecondary outreach activities across the State. Coordinate financial aid and college planning presentations and the development of outreach materials, including college planning publications, videos, social media, mobile apps, websites, and webinars. Work  with various internal and external stakeholders to promote college awareness and financial literacy.
  • Serve as the unit supervisor for approximately 10 staff members. Responsible for recruitments, evaluations, employee relations, day-to-day supervision, etc.
  • Serve as a Commission representative or staff member on assigned task forces, workgroups, or special projects.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree from an accredited college or university.  

Experience: A minimum of five years of experience in education-related grants management, at least two years of which involved the direct supervision of professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will be an experienced leader in grants management with  knowledge of State and federal laws, regulations, policies, and issues governing postsecondary education programs. Applicants should have experience managing projects with strict deadlines, working collaboratively as part of a team, and leading work groups. Competitive applicants will have excellent oral and written communication skills; experience with planning and delivering technical assistance; a proven track record of attaining competitive grants; experience with implementing, monitoring, and evaluating grant-funded programs; and experience with analyzing grants-related data (quantitative and qualitative) and preparing reports. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service. 

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
