Introduction

Maryland Department of the Environment (MDE) is seeking applicants to serve as the Division Chief of the Tidal Wetlands Division in the Wetlands and Waterways Program of the Water Management Administration.

This recruitment is limited to employees within the Maryland Department of the Environment who meet the minimum qualifications.

Main Purpose of Job

The main purpose of this position is to administer the State’s tidal wetland protection and management program.  As chief of the Tidal Wetlands Division, this position directs the overall planning, development and implementation of the program and administers the day-to-day operation of the Division.  This position oversees a staff of natural resources planners, geologists, and administrative support staff in offices in Baltimore and the Eastern Shore.  This position is a Management Service appointment and will serve at the pleasure of the Appointing Authority.

POSITION DUTIES

This position oversees the continued development and implementation of Maryland’s Tidal Wetlands Law and Water Quality Certification Program, which includes a comprehensive regulatory and management program.  This position oversees the tidal wetlands permit application review process, including receipt, technical review and assessment of applications, publication of legal notices, scheduling of hearings, and approval or denial of the application.  Final decisions may impact private property or commercial and industrial development.  The position serves as the national and statewide liaison for the Maryland Department of the Environment and the State of Maryland in wetlands, ecology, the management and administrative practices relating to tidal wetlands, and public outreach.  The position oversees the development of policy, regulations, and legislation as well as negotiates contracts, agreements and mitigation projects.

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in engineering, biological, environmental, physical sciences or other appropriate technical education.

EXPERIENCE:  Five years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

NOTES:

(1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.

(2) Registration as a Professional Engineer may be substituted for the required education.

(3) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

This recruitment is limited to employees within the Maryland Department of the Environment who meet the minimum qualifications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a valid motor vehicle operator's license.
