Main Purpose of Job
This position serves as part of the executive leadership for the Family Investment Administration (FIA) and requires an individual who can function in a high-level, highly productive and secured environment, developing positive and trusting relationships with external stakeholders, and expresses enthusiasm and confidence about the goals and objectives of Department of Human Services (DHR), Family Investment Administration. The Director for the Bureau of Long Term Care (BLTC) is a critical position that administers and manages the development, operation and maintenance of the Bureau within DHR and FIA.
POSITION DUTIES
Manages and leads programs and new initiatives to improve efficiency, effectiveness and productivity in the delivery of services through process evaluation and maximizing resources; manages and leads employee performance to assure that standards are met; develops, evaluates, motivates and promotes individual and departmental goal attainment; manages and monitors all program specific funds to ensure appropriate utilization of funds for service delivery in accordance with Federal, State, County, Agency and other applicable policies, procedures and guidelines; creates, maintains and strengthens relationships with internal and external stakeholders to ensure high quality services are delivered to customers in accordance with the Family Investment Administration's strategic goals; designs, implements and monitors the internal delivery system to ensure the program functions in conjunction with the goals and objectives set forth by FIA and the Department of Health and Mental Hygiene (DHMH); manages the facility and equipment to ensure safety and health standards are met and that contracts are in compliance; serves on boards, ad-hoc committees and task forces as delegated to establish and maintain working relationships with public and private providers of services; and provides direct supervision and evaluates the work performance of the Deputy Director, Facility Liaison, Statewide Administrator and the Office Manager through individual conferences and oral and written communications.
MINIMUM QUALIFICATIONS
Education: A bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
SELECTIVE QUALIFICATIONS
At least one year experience in Long Term Care eligibility policies and/or Long Term Care operations and compliance.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess:

Experience with Medical Assistance Long Term Care policy and/or advanced mediation skills.
- Knowledge of Long Term Care and Community - Medical Assistance policies and procedures.

Ability to determine appropriate actions in personnel matter, legislative and recipient audits.
