Main Purpose of Job

The primary function of the Executive Director (the Director) position of the Board of Pharmacy (the Board) is to safeguard the health of the every citizen of Maryland (the State) who receives medications, both legend and over the counter, in accordance with Health Occupations 12.101 to 12.82 and monitor violations of the Federal Title 21 Food Drug and Cosmetics Act and Title 27 Controlled Substances Act. The Director supervises staff who must assure that appropriate actions are taken to evaluate and implement administrative programs and procedure to fulfill all legal mandates. This mandate is met through thorough supervision management of an appropriate number of staff positions; preparation and management of the Board's budget; administration of Department and Board statutes, regulations, and policies; oversight of agency operations; and performance of executive management functions for all program units. The Director may speak or act on behalf of the Board, based on an understanding of the intent of a quorum of the Board and extant policies and procedures. The Board develops and implements legislation and regulations; sets standards for licensing pharmacists, pharmacy interns, pharmacy technicians, pharmacies, and wholesale distributors in Maryland; monitors and inspects facilities to assure adherence to the Board's laws and regulations; supports personnel requirements and educated consumers; and maintains an effective automation system to support all mandated activity.

MINIMUM QUALIFICATIONS

A Bachelor’s degree and six years of experience in administrative work and three years at a supervisory or management level..   Five years of experience must have involved agency or organization management, project management (e.g. six-sigma), three years experience with legislative process, including demonstrated ability in development of legislative proposal and three years of staff development experience and three years of demonstrated experience responding to and conducting government and fiscal audits.

A Master’s degree will substitute for one year of general experience.  A Doctorate will substitute for two years of general experience.  Additional administrative experience may be substituted year-for-year up to four years of the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in pharmacy practice, familiarity with DHMH and State civil service policies and procedures; and experience in human resource management skills. Strong skills in developing and maintaining effective policies and procedures.  Demonstrated experience with State or equivalent licensing, documentation and reporting protocols; including software management.  Demonstrated leadership in project management.
