Main Purpose of Job

This is a professional position Provides the administrative, operational, financial and training oversight for the operation of the Maryland Business Enterprise Program for the Blind (BEPB); and to assure the Program is operated in accordance to the Randolph Sheppard Act and its regulations, Education Article, Section 21-301-303, and COMAR regulations 13A 11.04.01-.20.

POSITION DUTIES

Develops Program policy, procedures, and practices, with the participation of the Elected Committee of Blind Vendors, to assure the effective and efficient operation of the Business Enterprise Program (BEP) in accordance with State and Federal laws under the Randolph Sheppard Act.  Facilitates the establishment of new business facility locations and the renovation of existing facilities; evaluates and monitors the operation of each vending facility and its compliance with Program requirements. Prepares recommended corrective actions as appropriate for facilities and vendors; and oversees the financial operation of the BEP, including development of the Program's annual budget, equipment, inventory and petty cash.       Supervises and provides assistance to all professional and support staff.  Coordinates the recruitment of blind individuals with the Office of Blind and Vision Services to assure that appropriate referrals of candidates are made for training as vendors; participates in state, regional, and national forums including RSA sponsored activities.

MINIMUM QUALIFICATIONS

EDUCATION:

Bachelor’s Degree from an accredited college or university is required; course work in Management, Supervision, or Administration is desirable. A Master’s Degree is preferred.  

EXPERIENCE:

Five (5) years of professional experience in, Maryland Business Enterprise Program for the Blind, rehabilitation or in the adjudication or processing of disability claims.  

NOTES:

A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Business Administration, Educational Administration, Rehabilitation Counseling, Special Education, Vocational Evaluation, or in a Business related field may be substituted for one (1) year of the required experience in Maryland Business Enterprise Program for the Blind, rehabilitation or the adjudication or processing of disability claims.

SELECTIVE QUALIFICATIONS

Knowledge of the Randolph Sheppard Act, vocational rehabilitation program administration and business administration; knowledge of State and Federal regulations governing the Randolph Sheppard Act, rehabilitation or disability determination processes; knowledge of the principles of effective supervision, management, organizational planning, and budgeting; skill in managing multiple tasks;  ability to develop and initiate policies and procedures and to present recommendations clearly and concisely; ability to exercise good judgment and discretion in the interpretation and application of division policies and procedures; ability to establish and maintain effective working relationships with various public and staff; ability to communicate effectively; ability to exercise leadership, initiative and sound judgment in making decisions.
