LOCATION OF POSITION

This position will operate primarily out of the Division’s office in New Carrollton, Maryland.  In the near future, DHCD will be relocating from Crownsville, Anne Arundel County, to the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

The Department of Housing and Community Development (DHCD) is seeking a Senior Asset Disposition Manager to function as the lead underwriter in Multifamily Workouts, small business loans, and special projects.  This position has the primary responsibility for handling the more difficult and complex loan workouts of the department's multifamily housing project assets securing multimillion dollar loans.  The Program Manager must be experienced and adept in pin-pointing the various causes of performance deficiencies associated with under-performing projects.  This individual must be able to work quickly to minimize any potential loss to DHCD by developing a comprehensive turnaround strategy, which may include loan modification, forbearance, deed in lieu of foreclosure, and foreclosure.  The Program Manager must be a capable negotiator and be familiar with liquidation, litigation, bankruptcy and various court actions, all of which may be necessary to bring a workout to a successful conclusion.  An important aspect of this position will be to keep management appraised of current workout activities and involve DHCD personnel as appropriate.

MINIMUM QUALIFICATIONS

Education: Master Degree in Business or related field

Experience: Five years experience in program management with work in financial institutions and/or government housing programs.  

Note: Experience in the administration of a multi-faceted real estate insurance and asset management operation may be substituted on a year-for-year basis for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience in mortgage insurance underwriting, real estate development underwriting and investment and large portfolio management 

2. Experience in managing troubled loans 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
