Main Purpose of Job

The Board of Chiropractic and Massage Therapy Examiners is seeking to fill the Executive Director position who will provide a full range of administrative functions and staff supervision in support of the Board’s activities and further its goals and objectives in coordination with the Department of Health and Mental Hygiene (DHMH).  The mission of the Board is to serve and protect the public, regulate the practice of chiropractic & massage therapy care, promote quality, and ensure competent ethical health care.  The Board’s duties include providing public and professional information, overseeing continuing education for licensees, application and examination, complaint investigation, discipline and related monitoring, peer review, administrative rules, procedure review and policy and practice question research. 

The incumbent in this position will direct, implement, and monitor all the Board activities including the licensure of chiropractors, chiropractor assistants and massage therapists (approximately 7,000 licenses).  This position will monitor the issuance of new and renewal licenses and permits by ensuring compliance with State and federal laws, rules, regulations, policies and procedures of the Board.  The incumbent will perform regular audits of applications, licenses, and permits; and coordinate the annual audit of continuing education credits.  He or she will be responsible for developing and implementing regulations, policies and procedures of the Board, with the Board's approval, as well as assist the Board in its evaluation of standards of practice regarding chiropractors, chiropractor assistants and massage therapists.  He or she will make recommendations to the Board President on statutory or regulatory changes, assist in drafting legislative bills, and may testify at legislative hearings regarding proposed bills.  This position also has budgetary responsibility for $1.2 million and will supervise a staff of nine. 

MINIMUM QUALIFICATIONS

Bachelor’s degree and 6 years of experience in health care policy, public health, health care administration or a closely related field including 2 years at a supervisory/management level in that field.  

JD or Master’s degree will substitute for 2 years of experience in health care policy, public health, health care administration or related field.  

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience working for a Board of Directors and have experience with strategic planning, quality assurance, legislative and fiscal initiatives and mandates, have some knowledge of investigation and reports in the health field, licensing procedures and have strong computer and communication skills.
