This is a position specific recruitment for the Department of Natural Resources, Engineering and Construction Unit- Annapolis, MD location.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

LOCATION OF POSITION

Main Purpose of Job

The Department of Natural Resources, Engineering & Construction Unit, in Annapolis, Maryland, is currently accepting applications for an Administrative Program Manager III.

Under the direction of the Director, the selected candidate assists in the management of the Engineering and Construction Unit of the Department. The incumbent assists in the development and implementation of goals, objectives, policies, and priorities for staff, programs, operations and capital development while exercising supervision of personnel, making assignments, setting priorities, and reviewing work in the areas of capital improvement, critical maintenance, and waterway projects. Performs other related work as required.

Applicants should have knowledge of the following: Advanced principles and practices of engineering as applied to public works, including planning and development, design and construction, operation maintenance and engineering services; principles and practices of management, administration, supervision, training, and public relations; federal and state environmental permitting regulations; engineering methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to public works improvements; technical, legal, financial, and public relations problems involved in the conduct of public works programs; recent developments and sources of information on public works engineering and public services administration; appropriate safety precautions and procedures; budgetary practices and business mathematics; administrative research, graphic and tabular presentation of data and report composition.

Applicants must have the ability to: Plan, organize, and direct comprehensive engineering and capital improvement programs; supervise and direct managerial, professional, and technical personnel engaged in engineering; delegate authority and responsibility; schedule and program work on a long- term basis; conduct thorough investigations; devise and operate effective internal control procedures; prepare, review, and approve comprehensive analyses and reports of the engineering activities;  establish record keeping systems; process; administer contract services; formulate and administer division policies and budget.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree in Engineering or Architecture from an accredited university.  

Experience: Ten (10) years of Project Management experience on small and large scale site critical maintenance and site development projects, building construction, and road projects. Two (2) of those years must have been in a supervisory role overseeing staff working on the development of plans and specifications for improvement projects.   

DESIRED OR PREFERRED QUALIFICATIONS

Registration as a Professional Engineer in Maryland is preferred but not required.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
