Main Purpose of Job

This position will provide coordination for two programs that serve Maryland's nonpublic schools: the Nonpublic Textbook Loan program and the Nonpublic Aging Schools program. The Textbook program provides State funding to eligible private and parochial schools for secular classroom books, electronic equipment, and software. The Aging Schools program supports renovations and capital improvements to nonpublic school buildings. Approximately 350 schools apply annually for one or both of these programs.

POSITION DUTIES

This position will provide technical assistance to nonpublic schools throughout the State as they apply for and participate in the Textbook and Aging Schools programs; conduct annual outreach efforts to nonpublic schools about the programs; implement program guidelines and schedules; manage the collection of applications via an integrated web site; coordinate to ensure timely approval, ordering, and payment for textbook and technology materials; resolve vendor payment issues; evaluate program effectiveness through metrics on outreach, expenditure of funds and other measures; and ensure that rules and regulations are followed and that appropriate documentation is maintained. The position requires professional interaction with school principals, facilities managers, textbook/technology vendors, and members of the State Superintendent’s Nonpublic Schools Workgroup.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s Degree from an accredited four-year college or university.

EXPERIENCE: Four years of experience in budget, accounting, or a related business area.

NOTES: (1) Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience. (2) Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education

DESIRED OR PREFERRED QUALIFICATIONS

Coursework in Accounting, Business Administration, Economics, Finance, or Public Administration. Experience with MS Excel and data management software.
