Main Purpose of Job
This is a contractual position responsible for providing program and fiscal management for grants and contracts for the Division of Early Childhood Development's Collaboration and Program Improvement Branch which includes program and fiscal monitoring and overseeing the financial procedures impacting grants and contracts for the Branch.
POSITION DUTIES
Prepares solicitation to acquire early childhood services in accordance with established procurement processes and DECD/CPIB strategies for submission to Branch Chief and DECD Assistant Superintendent. Monitor grants and contracts to ensure compliance with program specifications, fiscal and spending requirements. Reviews and approves invoices from grantees/contractors. Determines program needs for funding and recommends strategies for meeting program objectives and implementation plans. Provides technical assistance to local school systems, head start agencies and the child care community financial officers, agency heads and other division employees.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s Degree from an accredited college or university in business, finance, accounting or a related area is required.
EXPERIENCE: Two (2) years of professional experience in grant evaluation and monitoring or budget preparation, development, presentation and execution.
NOTES: 1. Applicants may substitute graduate education in business, accounting, economics, finance, political science or public administration at a rate of 30 credit hours for each year of experience. 2. Applicants may substitute additional experience on a year for year basis for the required education.

A Master’s Degree.
