Main Purpose of Job

To provide business training and support to licensed blind vendors to maximize their abilities and opportunities to operate vending facilities in the MD BEP in accordance with the Randolph-Sheppard Act, its regulations, Education Article, Section 21-301-303 and COMAR Regulations.

POSITION DUTIES

Provides ongoing support to assigned blind facility managers to assist them in improving their overall profits and operation by developing strategies and marketing concepts. Monitors and evaluates vending facilities operations including the monthly, quarterly, and annual financial reports.  Performs operation reviews of assigned facilities; collect and evaluate data, conduct sanitation inspections in accordance with MD BEP policies, local health departments, state and federal regulations. Meets with property management to maintain good relations and to assure customer satisfaction with quality of service; help resolve problems or complaints regarding the operation of the vending facilities or program matters. Monitors facility equipment through physical inventory, arrange for repair, replacement and transfer of equipment at assigned facilities. Coordinates the timely transfer of existing vending facilities between licensed blind managers and provides oversight as needed to facilities where no vendor is assigned.

MINIMUM QUALIFICATIONS

EDUCATION:   Bachelor’s Degree is required; a Master’s Degree or 36 post-baccalaureate credit hours of course work in, Business Administration, Management, Hospitality Management or closely related field is preferred.     

EXPERIENCE:  Two years of professional experience in a managerial or administrative capacity in retail, food service, vending or business management area.  

NOTE:

  1. Additional experience as defined above directly related to the position may be substituted for the required Bachelor's degree at the rate of one year of experience for one year of education.   
  2. Possession of a  Master’s Degree of may be substituted for one of year of required experience  in, Business Administration, Management, Hospitality Management, or closely related field in retail, food service or hospitality.
  3. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

Working knowledge of business administration practices and requirements of a small business enterprises; knowledge of the Randolph-Sheppard Act and its regulations, regulations governing the food service industry; skill in managing, organizing, and planning; ability to communicate effectively; possess good customer service skills; ability to analyze financial and budgetary information; ability to develop and maintain effective working relationships with property management officials, licensed vendors, and outside contractors; ability to exercise initiatives and use sound judgment in making decisions; ability to interpret and apply State, Federal, and local regulations.
