Main Purpose of Job

This position is responsible for directing the Individuals with Disabilities Education Act (IDEA) Part C and Part B Sections 611 and 619 services and reporting to the federal Office of Special Education Programs (OSEP) performance data, including results and compliance, for services to infants, toddlers, young children, and youth with disabilities, and their families, birth through age 21. This position is to coordinate and direct activities of the Branch and oversee implementation of multiple aspects of the statewide interagency system of services, including the IDEA Part C, Early Intervention Services for Infants and Toddlers policies, the IDEA Part B 611 and 619 special education and related services, the IDEA Part C and Part B 611 and 619 data collection, the IDEA Part C and Part B general supervisory oversight for compliance and improved results through the comprehensive monitoring for results driven accountability. This position is responsible for specialized outreach to State Agency partners, the State Interagency Coordinating Council (SICC), the Special Education State Advisory Committee (SESAC), and the Maryland General Assembly. This position is responsible for the development and dissemination of Technical Assistance Bulletins and other policy-related guidance.

POSITION DUTIES

Responsibilities include coordinating the efforts of professional staff involved with each of these activities and working with other Program Managers to ensure policies and procedures, compliance monitoring, and technical assistance are aligned to improve outcomes for children with disabilities from birth through 21 and their families. This position is responsible for the supervision of two Educational Program Manager I positions, Education Program Specialists, and Staff Specialists.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree or equivalent 36 credit hours of post-baccalaureate course work.

Experience: Six years of related experience in coordinating or administering education programs or services. Three years of the required experience must have been in direct supervision of other professional employees.

Notes: 1. Two additional years of experience, directly related to the position option may be substituted for the required Master’s Degree. 2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

A Master's degree in Special Education or Education Administration.
