Main Purpose of Job

The Division of Student, Family, and School Support is currently seeking a Section Chief for their Student, Family and Accountability Branch. The Section Chief for the Student, Family and Accountability Section will be responsible for overseeing Federal grant programs for students who are Neglected or Delinquent, Homeless, Migratory, or educated in Title I in schools across the State. In addition this position will oversee the family engagement support given to local Title I schools and school systems.

POSITION DUTIES

The Section Chief for Student, Family and Accountability will be responsible for the collection, verification and dissemination of federal and State mandated data reporting, the development, dissemination, monitoring and evaluation of major federal grant programs, the implementation of parent engagement initiatives and training under Title I, Part A  while supervising six (6) Education Program Specialists and one (1) support staff position allocated to administer and monitor Federal Title I Part A, Homeless Education, and Neglected or Delinquent grants  across  the 24 local school systems and two state agencies. This position requires a strong background with demonstrated success in grants management, interagency coordination, family and community engagement and supervision.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education, Education Administration/Supervision, Educational Research, Education Policy or a related field.  

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with a Kindergarten-Grade 12 education program, including at least two years of experience in coordinating or administering a federally regulated education program or service directly related to the position; experience coordinating  school reform initiatives in multiple locations or a student support services program is preferred.  

NOTES: 1. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the Federal Elementary and Secondary Education Act, Federal Uniform Grants Management requirements; knowledge of federal requirements under the McKinney-Vento Homeless Education Act and Title I, Part D; knowledge of policies and issues governing education programs for school reform and student support services; knowledge and experience administering Title I, Part A components, including parent engagement; skill in planning and delivering technical assistance and guidance to local school systems and external stakeholders; skill in organizing, implementing, monitoring, and evaluating large federally funded programs; experience managing large budgets from multiple grant sources in excess; ability to work as a team member; ability to lead and develop strong leadership skills; ability to establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing.
