Main Purpose of Job

The Division of Student, Family, and School Support is currently seeking two Section Chiefs for their Program Improvement and Student, Family and Accountability Branch. The Section Chief for Program Improvement will oversee major Federal grant programs and initiatives that provide support to Maryland's lowest performing Title I schools while the Section Chief for the Student, Family and Accountability Section will be responsible for overseeing major Federal grant programs and initiatives that provide support to Maryland students who are Neglected or Delinquent, Homeless, Migratory, or educated in Title I in schools across the State.

POSITION DUTIES

The Section Chief for Program Improvement will be responsible for supervising six (6) Education Program Specialists and two (2) support staff positions allocated to administer and monitor certain Title I, Part A grants to local school systems, as well as the State’s Title I School Improvement Grants under Section 1003, this position requires a strong School Improvement and Reform background and demonstrated success. The Section Chief for Student, Family and Accountability will be responsible for overseeing Title I Parent Involvement initiatives and be responsible for the collection, verification and dissemination of federal and State mandated data and reporting while supervising six (6) Education Program Specialists and two (2) support staff positions allocated to administer and monitor certain Federal Elementary and Secondary Education grants for various programs, this position requires a strong Student and Family services background with demonstrated success.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education, Education Administration/Supervision, Educational Research, Education Policy or a related field.

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering a federally regulated education program or service directly related to the position; experience coordinating a school improvement or student services program preferred.

NOTES: 1. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State and federal laws, regulations, policies, and issues governing education programs for school reform and student services programs; knowledge and experience of Title I programs, including parent engagement; skill in planning and delivering technical assistance and guidance to local school systems and external stake holders; skill in organizing, implementing, monitoring, and evaluating large federally funded programs ability to work as team member and establish and maintain effective working relationships while providing leadership; ability to communicate effectively, both orally and in writing.
