Introduction

This is a recruitment for an Assistant General Counsel III for the Public Service Commission and is a Special Appointment position that serves at the pleasure of the Appointing Authority (the Commission).

Main Purpose of Job

Provides legal advice to the Commission on a wide array of matters related to the regulation of gas, electric, transportation, telecommunications and other industries. This Special Appointment position serves at the pleasure of the Appointing Authority (the Commission).

POSITION DUTIES

Responsible for litigating cases in State and Federal courts;

Appearing before the Federal Communications Commission and the Federal Energy Regulatory Commission;

Conducting legal research;

and writing and drafting various Commission Orders and Documents.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law. Experience:

Experience as a practicing attorney.

Notes:

1. An Assistant General Counsel, PSC must be a member of the Maryland Bar at the time of appointment.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in judge advocate general classification or judge advocate general specialty codes in the general attorney field of work on a year-for-year basis for the required experience and education. Note:  Candidates must have a Juris Doctorate from an ABA-accredited law school, and have at least five years of legal experience.

DESIRED OR PREFERRED QUALIFICATIONS

Administrative law and/or litigation experience is preferred.  Experience in utility regulation, including practice before a regulatory utility commission, a background in economics, business or accounting, trial and appellate litigation experience, and practical knowledge of State personnel law and the State procurement process are desirable.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

A valid authorization to work in the U. S. and a valid Maryland driver's license are required.
