Introduction
This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job
POSITION DUTIES
Establishes procedures and methods for conducting recruitment and examination projects for agency specific/unique classifications to ensure that sufficient pools of qualified applicants are available for filling vacancies
Ensures that all appointments are made in compliance with the appropriate laws and regulations
Promotes the development of retention strategies and statistical data collection and implements these strategies as they relate to recruitment, examination and retention
Provides and ensures that the Recruitment Examination and Retention Unit staff perform optimal customer service to both internal and external sources and professionally represents the Agency in all areas of presentation. This includes employee communication skills, appearance, behavior and knowledge of information.
Develops and implements DPSCS strategic planning as requested by the Secretary
Reviews and revises tests with subject matter experts
Reviews and revises current exams for compliance with standard HR testing practices
Assesses statistical analysis and provide recommendations on results
Reviews and evaluates the scoring of unassembled exams
Conducts test validations in consultation with the Department of Budget and Management (DBM)
Performs other related duties
MINIMUM QUALIFICATIONS
Education: A Master's degree from an accredited college or university in Industrial Organization Psychology, Human Resources or other related field.
In order to meet this educational requirement a copy of your degree or transcript must accompany your application.
Experience: Four years of professional HR experience involving recruitment and employment services to include; test development and validation, job analysis, job evaluation, HR program evaluation and HR policy formulation.
For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.
DESIRED OR PREFERRED QUALIFICATIONS
Experience managing a unit in a large HR operation
Experience working with a large employment operation staffed with over 8,000 employees
Ability to perform well in a fast paced environment
Experience developing employment tests
Experience conducting job analysis
Experience analyzing inspections of standard deviation
