Main Purpose of Job
POSITION DUTIES
Serves as the primary point of contact for the full spectrum of Personnel –related functions by providing guidance and assistance to all levels of staff and others while assuring adherence to all relevant laws, regulations, processes and procedures. Responsible for efficient administration of all Personnel-related activities.
Serves as an Appointing Authority of the Department with full and final signatory authority over all personnel matters
Assures propriety and confidentiality of all personnel-related records
Researches, evaluates, interprets, communicates and assures the Department’s compliance with the established rules and regulations of all applicable authorities and programs
Manages and leads the employment & recruitment operations for merit and contractual employees, which include, but is not limited to, advising , scoring, establishment of eligibles, using expert’s subject matter regarding development of recruitment & Selection strategies and assisting senior management in determining staffing needs, recruitment options, interviewing processes, salary negotiation/exceptions ,overseeing the verification process and procedures, responding to internal and external inquiries and assuring “best” practices” are followed.
Responsible for the Department’s compliance for Legislative and DBM audits.
Provides guidance and advice to all levels of the Department toward the resolution of conflicts by interpreting EER rules, regulations and procedures; providing an opportunity for employees and managers to communicate and work to resolve concerns in a neutral atmosphere; recommending options toward resolution of issues by such means as training, EAP referrals, disciplinary actions, transfer, reassignment, demotion, etc.; and by sharing the responsibility for EEO matters with the Department’s EEO and Fair Practices Officers.
Manages the grievance and disciplinary processes by interpreting and assuring compliance with State personnel law, regulations and policy.
Provides guidance and advice to all levels of the Department for staffing structure and prioritizing the needs with the appropriate classification level.
Provides Supervision for a Personnel Officer to include the Department’s timekeeping system and Fleet management, MCC, PEP, Health Benefits, Retirement and training Coordination.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree from an accredited four-year college or university in Human Resources Management, Personnel/Human Resources Administration, Business Administration, Organizational Development, Public Administration, Psychology or other closely related field.
Experience: Five years of professional personnel work in the areas of job analysis, job evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation, or personnel policy formulation. At least two years must include experience in three or more personnel work areas noted.
NOTE:
Additional professional personnel management work may be substituted on a year for year basis for up to four years of the required education. Professional personnel management work is defined in the Professional HR Job Evaluation Standards.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates with hands-on experience in JobAps and Workday as well as knowledge and experience with the laws, regulations, policies, and procedures of the Maryland State Personnel Management System (SPMS).
