Main Purpose of Job

The Medicaid Chief Medical Officer (CMO) reports directly to the Deputy Secretary for Health Care Financing (Maryland State Medical Director) within the Department of Health and Mental Hygiene. The incumbent will allocate 100 percent of his/her time to Medicaid-related issues. The Medicaid CMO has the capacity to collaborate with and oversee clinical activities within Medicaid.

The individual in this position is responsible for the development and implementation of clinical guidelines, procedures, standards and controls for the Maryland Medicaid program, which serves over 1.2 million state residents. The CMO evaluates implementation of programs and coordinates with public and private agencies providing similar services; Formulates policy and coordinates the activities for various services within the program; Leads direct engagement with Medicaid's Managed Care Medical Directors, and collaborates and consults with the Deputy Secretary, program directors and managers across DHMH and state government to develop program policies, clinical best practices and performs short and long range planning.

The CMO leads the development and implementation of medical policy coverage decisions for Medicaid recipients, works with the medical directors of the agency's managed care organizations to resolve recipient issues, develops quality measures and outcome measures to support the states' purchasing efforts, represents the State at the Office of Administrative Hearings and represents the Program at internal and external meetings. In addition, the CMO works with and advises the Deputy Secretary of Health Care Financing on strategic policy initiatives which will improve patient outcomes and reduce the cost of care.

MINIMUM QUALIFICATIONS

Qualified candidates must possess an M.D. or a D.O. with an active Maryland medical license in good standing.  Position requires at least five (5) years of clinical experience, three (3) of which must have involved leadership and management experience in the health care industry.
