Main Purpose of Job

This position will manage the activities and operations of the Allegany County Health Department, including providing direction for programs involving physical, mental, and environmental health, as well as planning, implementation, and evaluation.  The Allegany County Health Department is a Public Health Accreditation Board (PHAB) accredited health department.  The incumbent will be responsible for identifying public health program needs and developing programs to meet current and projected needs.  Responsibilities will also include developing and enforcing policies, regulations, and procedures to ensure protection of public health; providing and/or ensuring the provision of medical oversight for communicable disease programs as well as other clinical programs provided by the health department; and coordinating health programs and services with other County departments, governmental agencies, and community stakeholders.  The Health Officer is the Executive Officer and Secretary of the County Board of Health, and will be responsible for management of staff and budget.  The incumbent in this position reports to the Maryland State Secretary of Health and Mental Hygiene and the Allegany County Board of Health (County Commissioners).

MINIMUM QUALIFICATIONS

Must posses a degree in medicine from an accredited college or university, a master’s degree in public health and have two years of experience as a licensed physician working in the field of public health.  Applicants may substitute five years of experience as a licensed physician working in the field of public health for the requirement of a master’s degree in public health and two years as a licensed physician working in the field of public health.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

SELECTION PROCESS

This is a management service recruitment.  The Board of Commissioners of Allegany County shall select a Health Officer and make recommendation for appointment to the Secretary of Health and Mental Hygiene of the State of Maryland.

Applicants who meet the minimum qualifications will be evaluated.  The evaluation may be a rating of your application based on your education, training and experience as they relate to the requirements of the position.  Therefore, it is essential that you provide complete and accurate information on your application.  Please report all related education, experience, dates and hours of work.  For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application.  All information concerning your qualifications must be submitted by the closing date.  We will not consider information submitted after this date.  Applicants certified to list will receive eligibility for a period of one (1) year.
