LOCATION OF POSITION

This position is located in the School Construction Section of the MD Department of General Services at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

Serves as the mechanical engineer on the Public Schools and Community Colleges Team, who provides mechanical and plumbing engineering reviews of all State funded public school construction project design submissions reviewed in-house, provides mechanical and engineering reviews for State construction and facilities engineering projects, and other related services as part of the Department's responsibility to support the Public School Construction Program (PSCP) and State agencies in a technical design review capacity.

POSITION DUTIES

Duties for this position include but are not limited to:

- Perform technical reviews of capital construction & facilities engineering projects, Public Schools & Community Colleges projects developed by A/E consulting firms pertaining to technical Mechanical engineering work for accuracy, technical sufficiency, compliance with program requirements and applicable codes.

- Provide complete in-house mechanical engineering design services for state using agencies as assigned.

- Inspection of State owned facilities and potential facilities as requested by various agencies and assigned.  These inspections require a wide range of experience in, ‘mechanical/plumbing systems’, design and implementation to assess the potential useful life remaining.

- Attend A/E qualification and fee negotiation meetings.  Provide input and recommendations on qualifications and fees in the best interest of the State

- Provide technical review of design documents for other engineering or architectural disciplines as needed.

- Provide mentoring to staff with less knowledge of mechanical/plumbing systems.

- Estimates the cost of mechanical projects.

- Communicate effectively with a variety of audiences, both technical and non-technical, both written & verbally.

- Provide customer service on mechanical issues to State Agencies, Design/Construction Project Managers, and Maintenance Staff requesting assistance.

- Evaluate completeness of public school review submissions per Public School Construction Program/Department of General Services procedures. Track submissions for completeness. Notify Local Education Agencies of incomplete submissions. As needed.

- Review & Assess change orders for State funded public school construction projects, as needed.

- Proficient in computer skills (Word & Excel).

- Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Three years of experience as a design or project engineer or architect for large-scale multi-year construction projects.

Notes:

1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Two years of the above required experience must have included mechanical engineering projects.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants with possession of the following:

- Master's degree from an accredited college or university in Mechanical Engineering.

- Credentialed as a Professional Engineer (PE) in the State of Maryland or in a state with comparable requirements.

- Leadership in Energy & Environmental Design Accredited Professional (LEED AP).

LIMITATIONS ON SELECTION

This position is limited to candidates willing to accept employment in Baltimore City, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
